Severity score combines user category with cost-to-rent multiple uplift. Total budget = repair + pest/odor.

A severity-4 or severity-5 finding is a financial event that needs lender and insurance notification on severe cases. Mold, structural, or meth contamination carries disclosure obligations to future tenants that ignored severity findings cannot erase.
